Frank Tolboom

Frank Tolboom appeared at the iGaming Super Show as an attorney with the Amsterdam gaming practice of Kalff Katz & Franssen, where he worked as a senior associate. He held a cum laude master’s degree from Utrecht, with research comparing Dutch gaming policy against European law, and was closely involved in Betfair v. Minister of Justice, one of the landmark Dutch gambling rulings of 2011.

His contribution to the programme reflected that regulatory grounding, addressing how the Netherlands and other European markets were reshaping the legal environment for licensed online operators. As a Dutch-market specialist, his perspective sat at the intersection of national gaming policy and the wider European framework.

In early 2024 Tolboom co-founded Franssen Tolboom, a boutique gaming law firm in Amsterdam, together with Justin Franssen and Alan Littler.
